The ETF needs to be formed & registered in Australia to be domiciled here. International domiciled (or cross listed) ETFs started in another country so are 'overseas' for tax purposes but are allowed to list on the ASX.

The Canstar website has some good comparison options for brokers. Some of the bigger investing sites have some good reviews worth reading too.
